Generally. Section 1256. Motorcycles--Headgear. :
"No person may operate or ride upon a motorcycle upon a
highway unless he wears upon his head protective headgear reflectorized
in part and of a type approved by the commissioner. The headgear
shall be equipped with either a neck or chin strap."

ON THE BASIS OF CLOTHING OR CLUB MEMBERSHIP IS ILLEGAL
The Vermont Human Rights Act
provides that "an owner or operator of a public place or public
accommodation or an agent or employee of such owner or operator
shall not, because of the race, creed, color, national origin, marital
status, sex or sexual orientation of any person, refuse, withhold
from or deny to that person any of the accommodations, advantages,
facilities and privileges of the place of public accommodation."
Chapter 139, Title 9 §4502(a) V.S.A. "Any person aggrieved
by a violation of this chapter may file a charge of discrimination
with the human rights commission pursuant to Chapter 141 of this
title or may bring an action for injunctive relief and compensatory
and punitive damages and any other appropriate relief in the Superior
Court for the county in which the violation is alleged to have occurred."
